Form vs. function
Some experts have created impressive forms for satisfying regulations.
If the form is difficult and doesn't improve operations, then shame on those experts.
If only one could reason with the experts, they might see that much of the process works fine as originally designed and can even be audited without difficulty.
On the road to good management, form is not as important as function.
